Question: Are the Fallout games a continuous story arc or can Fallout 3 be enjoyed without playing the others?
Is it more like the Elder Scrolls where the story is so removed from the previous games you won't miss much or more like...uhhh...well, you know what I mean. Also, what about Uncharted 3?

For Uncharted 3, yes you defiantly need to play the first two
For Fallout 3, not so much, in previous Fallout games, they would allude to past games (such as you being the son of the protagonist of Fallout1 in Fallout 2)
But since Bethesda bought the rights of the Fallout franchise, when they finally released Fallout 3 they kept reference to past games to a minimum as a new game hadn't been released in years and they didn't want to alienate new players so there is little or no reference to past games in it.
Fallout: New Vegas is a different story, it contains quite a few of references to past games but they will merely just pass over your head if you haven't played the past games and it shouldn't make the game any less enjoyable :D

Uncharted 3 is very much a sequel to the previous games, so I'd start with the first game and work your way up.
As for Fallout, the games are even more accessible than the Elder Scrolls in terms of story; the Elder Scrolls games, although none of them have any essential need-to-know ties, have a lot of lore and are all connected in terms of races, regions, and things like the different gods and demons, but the Fallout games are all COMPLETELY independent, and because they're set in the real(ish) world, there isn't any lore or anything, just a bit of history that you learn from doing the quests.
